Energy savings certificates 2025: solar lighting remains a winning solution

In 2025, France’s Energy Savings Certificates (CEE) program will evolve, introducing stricter requirements to encourage more efficient and sustainable lighting projects. Autonomous solar lighting remains fully eligible under this new framework, provided it meets the updated standards. Sunna Design solutions already comply with these criteria, offering a reliable and future-proof answer to modernize public lighting while taking advantage of available incentives.

How the 2025 CEE update impacts outdoor public lighting

France’s Energy Savings Certificates (CEE) are a key national mechanism supporting the country’s energy transition.
They require energy suppliers and distributors (“obligated parties”) to finance or implement actions that reduce overall energy consumption. These actions generate tradable certificates based on verified energy savings.

In 2025, the technical specification RES-EC-104, which governs outdoor lighting, has been revised to raise the bar for energy efficiency and environmental responsibility.
The objectives are clear:

  • Reduce energy consumption
  • Preserve biodiversity by limiting light pollution

This updated framework aims to make every public lighting renovation more efficient, responsible, and environmentally conscious.

New and strengthened technical requirements

To qualify for CEE financial incentives, each lighting installation must now comply with a series of enhanced technical standards designed to improve energy efficiency, extend product lifespan, and protect biodiversity.

Smarter, more efficient luminaires

All new installations must include dimmable luminaires, allowing light intensity to adapt to real-time needs. Light sources must be replaceable, extending the lifetime of equipment and facilitating maintenance.

Each product must also include a performance declaration within the European EPREL database, ensuring full transparency on technical and energy characteristics.

Respecting biodiversity

The new rules introduce strict limits on color temperature to protect nocturnal wildlife:

  • 2700 K maximum in urban areas
  • 2400 K in biodiversity-sensitive zones (natural parks, wetlands, etc.)

These measures help reduce light pollution and preserve local ecosystems, in line with the “dark sky” initiatives now implemented by many municipalities.

Extended product lifetime

Luminaires must now guarantee a minimum lifetime of 75,000 hours at 25°C ambient temperature. This requirement ensures long-term reliability, minimizes environmental impact from equipment renewal, and reduces maintenance operations.

Lower installed power and fewer light points

Each project must demonstrate optimized lighting design:

  • Maximum 20 lux in urban areas
  • Maximum 15 lux in protected areas

These lower illumination levels support energy sobriety while maintaining user safety and visual comfort.

Mandatory recycling of replaced equipment

All replaced materials must now be collected and recycled. This requirement applies to every component and ensures responsible end-of-life management. Sunna Design partners with recognized organizations : Soren, Ecosystem, and Corepile, to guarantee full traceability and proper recycling of its products. More informations : here.

Bonus incentives for motion detection systems

Lighting systems equipped with presence sensors benefit from additional bonuses. These technologies automatically adjust light levels based on detected activity, further reducing energy consumption and enhancing operational efficiency.

Why autonomous solar lighting fits perfectly

Under this new regulatory framework, autonomous solar lighting meets and often exceeds all updated requirements:

  • Energy sobriety: 100% autonomous operation with no grid connection.
  • Biodiversity protection: precise settings for intensity and color temperature.
  • Optimized performance: motion detection reduces light output when no activity is detected.
  • Longevity: Sunna Design’s LED lanterns offer over 100,000 hours of lifetime, with replaceable light sources.
  • Recyclability: responsible end-of-life management for all components.

By choosing Sunna Design, you ensure full compliance with the RES-EC-104 specification while enjoying a clean, reliable, and easy-to-install solar lighting solution that unlocks the benefits of France’s CEE program.
